The problem occurs when the withdrawal is made before the submission has finished being submitted.
i.e. when the withdrawal is made very soon after the initial submission.
In this event, PMS does not fully withdraw the submission and still thinks it requires approval, hence the notification emails.
Workaround: Do not not withdraw the submissions too quickly to avoid this happening until this problem is fixed.
