When deleting and recreating Non-Standard Discounts, wait until the following day before creating the replacement record.Civica will run a daily SQL script to identify instances of this issue occurring prior to the Legacy Fares feed being processed. If this occurs then the second record can be deleted, and then recreated the following day.
